Definition

This is an acknowledgement that if you push too hard we may not achieve all of the goals of the agenda. Then again most agendas are not at all aggressive, so if you create an aggressive agenda and only achieve 80% of what you set out to do, you will in fact be much further ahead than if aggressive goals were never set
